The bottom five teams from the 2020-2023 Cricket World Cup Super League, namely Ireland, Netherlands, Sri Lanka, West Indies, and Zimbabwe. Joining them are the top three teams from the 2019-2023 World Cup League 2, including Nepal, Oman, and Scotland. Rounding up the competition are the United Arab Emirates (UAE) and the United States (USA), who secured their spots as the top two teams from the 2023 World Cup Qualifier Play-off.

On the other hand, teams from the World Cup League 2 and the Qualifier play-off will also have an opportunity to make it to the grand event.
